    The inaugural meeting for the Nevada Recruiters Association was a huge success.  Over 65 recruiters from the private and public sectors attending the first meeting held at the Renaissance Hotel.  Recruiters represented great organizations such as Las Vegas Valley Water District, CityCenter, Ameristar Gaming, State of Nevada, The Signature at MGM Grand, Wyndham Resorts and many, many more. 

    Dave Mendoza did a fantastic job of educating everyone on the power of LinkedIn and shared some tricks on how to optimize your network.  Then everyone was able to enjoy a few cocktails poolside at the Renaissance.  Some had the opportunity to meet and chat with Gerry Crispin, of CareerXRoads.  Gerry has firm understanding of the recruitment marketplace and is a well recognized speaker at many of the HR and recruiting events in the country.

    And of course….many thanks go out to Thomas Licari for organizing the event.  The Nevada Recruiters Association has been needed for some time.  We have professional associations for human resource professionals, compensation & benefits folks, risk management and everything in between.  But until now, we have not had a place for recruiters to get continuing education or a venue to network.  Thanks Thomas – we will do all we can to ensure that the Nevada Recruiters Association is a continued success.

    The April 2009 Economic INsight (SM) was recently released.  A quote from the front page says:

    “If you had to focus on just one statistic to tell you when we will see a sustained recovery, what would you focus on? It would be job growth.”

    Job Growthrcg_econ_insight1 as a ‘leading indicator’ for all economic times is something I have been preaching for many years.  I believe employment dictates pretty much everything.  If people are working and making money, things are good.  If they are not, things are bad….for that person/group at least. 

    Using Nevada as an example — Nevada has been the fastest growing state for 21 of the past 22 years.  Why are so many people flocking to Nevada?  For jobs!! Jobs in Las Vegas, Jobs in Reno, Jobs in the rural areas, etc.  Nevada has led the nation in job growth for some time and has maintained one of the lowest unemployment levels. 

    Currently we are leading the nation in unemployment levels (or at least in the top 10).  It’s simple – when we start creating jobs jobs again, the Nevada economy will turn around.  Fortunately, that will be happening soon.

    The economy is starting to see hints of turnaround.  Probably not enough to celebrate just yet, but still….there are some strong signals.  And when that happens, the human resource department (recruiting in particular) is the first department that will need to react. 

    As we know all to well, HR stands tall during the RIFs (Reduction in Force), only to get laid off as well.  Then the skeleton HR department must operate at full capacity with half the staff while the economy rebounds.  When the company decides it is time to hire more staff again, the skeleton crew must be ready to respond.  The importance of having a strategy in place, and ready to execute, is crucial.  Take the time to do it now.

    Dr. John Sullivan, a forward thinker, wrote an article I would recommend everyone reading:  Do You Have a Recruiting Turnaround Plan That Will Allow You to Explode Out of the Box?  This article not only provides a case study as to why, it provides a game plan as to ‘how.’  Again, this is a must read.

    On May 19, 2009, our Opportunity Boulevard Career Fair will go head-to-head with the Las Vegas Review Journal’s event.  Our event will be held at the exclusive Green Valley Ranch Resort & Spa.  The RJ will be at the Eastside Cannery.

    As all of you know, we take great pride in the quality of event we produce and, more importantly, the quality of jobseeker we attract.  When we entered into the career fair business a few years back, we assembled a powerhouse of partners  including Recruiting Nevada, Nevada Broadcasters Association (All Radio and Television Stations in Nevada), LasVegasSun.com, Las Vegas Weekly, In Business, Home News, Las Vegas Relocation Guide, AARP and Green Valley Ranch

    Arguably, our events are second to none.  Our staff goes above the call of duty to ensure every employer and jobseeker receives the utmost customer service and leaves the event ‘beyond’ satisfied.  It requires more investment, focus, time and energy on our part – but it assures that we put on a first-class event.  We even feed our exhibitors a sit-down lunch at China Spice prior to the career fair and allow them to unwind with the other exhibitors after the event at the Drop Bar in Green Valley Ranch. 

    Our list of participating employers for this event speaks for itself.  We attract the ‘top employers’ in Las Vegas because we attract the best candidates.  You will see a heavy concentration of health care, education, government and technology companies.  Why?  Because of the high volume of professionals we attract from other markets looking to move to Las Vegas.  We already have nearly 500 of these out-of-market professionals flying to Las Vegas on their dollar to attend.  Additionally, we have nearly 2,000 pre-registered jobseekers already, and our real marketing efforts towards jobseekers do not even kick in until next week.  We expect over 5,000 of the best and brightest to be in attendance.

    Green Jobs Coming to Nevada

    green1By now everyone is aware of the federal stimulus money Nevada will receive for job training.  Our local Southern Nevada Workforce Investment Board will receive something in the area of $14.8 million.  Initially read reports/articles that state the stimulus package would create 34,000 jobs in Nevada.  The language has now been changed to say ‘create or preserve’ 34,000 jobs. 

    Regardless, Nevada can use all the help it can right now.  With our unemployment level at 10.4%, the highest it has been in 25 years, there are lots of folks out of work.  So where will these 34,000 jobs be created?  After attending Senator Reid’s meeting on the American Recovery and Reinvestment Act of 2009, it appears the majority will be in the areas of construction and (what are now being called) ‘green‘ jobs.

    Senator Steven Horsford is driving the charge to train over 3,000 workers for these green jobs in Nevada.  This will be a big deal for Nevada and position us ahead of other states.  If you consider the opportunity Nevada has with its’ abundance of solar, geothermal and wind power, we could become the dominant player in this space, allowing us to diversify from our reliance on the gaming industry. 

    Plus I registered a URL several years back www.GreenRecruiting.com, that I have yet to figure out how to position.  This may just be the answer!!

    Belonging to a professional association is one of the most important components of personal development.  As human resource professionals, most of us belong to SHRM or a niche association such as ASTD, SNCBA, SNHEP or SNIPMA (now that’s a lot of acronyms).  But for those of us who specialize in recruiting, there has never been a professional association that offers any real level of continuing education.  Until now…..

    304454632I would like to introduce you to the Nevada Recruiters Association (NVRA).  By now, you have probably received a few invites to attend the inaugural meeting and training seminar.  NVRA comes to us from the folks that have successfully operated the Illinois Recruiters Association for many years.  Recruiting Nevada was approached to become a title sponsor of the group…and, of course, we like to support any worthy cause or organization.  This surely fits that bill.

    Each time I do a blog post on Nevada unemployment levels, I receive a few calls or emails to discuss how ‘accurate’ these reports are.  Personally, I have been know to question them in the past…but really, I don’t know. 

    So, I did a little bit of research.  Here is the response from DETR:

    The insured unemployed, or those collecting benefits is only a portion of total unemployed and is NOT the only factor in calculating the unemployment rate. The unemployment rate is estimated based on three primary inputs, unemployment insurance statistics (people receiving unemployment), Current Employment Statistics (CES) and the Current Population Survey or CPS (or household survey). 
     
    The unemployment rate is based on people who are employed or actually looking for work. If you have given up looking for work, you are not counted as a labor force participant and will not be counted as unemployed.  These folks are considered discouraged workers.   The number of discouraged workers are estimated at the national level, but not at the state level. In February the national unemployment rate seasonally adjusted was 8.1.  The unemployment rate plus discouraged workers was 8.5.

    In March, the unemployment rate in Nevada increased to 10.4 percent, up from a revised 10.0 percent in February.  The rate is the highest it has been since March 1983. It remained above the national average which was 8.5 percent in March.

    The rate would have been higher if not for a decline in the labor force, said Bill Anderson, chief economist for the Nevada Department of Employment, Training & Rehabilitation.

    “Nearly 14,000 Nevada workers dropped out of the labor force from the previous month, most were likely too discouraged to actively seek employment,” he said.

    The Las Vegas-Paradise MSA absorbed most of the increase in unemployment, where the rate increased by three-tenths of a percentage point to 10.4 percent.  The unemployment rates in both the Reno-Sparks and Carson City MSAs were largely unchanged at 11.2 and 11.3 percent, respectively.  One bright spot was the Elko Micopolitan area, where the unemployment rate declined by two-tenths of a percentage point to 6.2 percent.  (Unemployment rates for the State’s metropolitan areas are not adjusted for seasonality.  For comparison purposes, the State’s unadjusted unemployment rate was 10.5 percent in March.)      

    “Over the year, total non-farm employment has fallen by 67,400 jobs, or 5.3 percent,” Anderson said.  Job losses were broad-based, with nearly all industries showing declines from March of the previous year.  Employers in the Las Vegas-Paradise area have shed roughly 48,000 jobs over the last year, a 5.2 percent decline.  The Reno-Sparks area has lost 7.5 percent of its employment base, a loss of 16,100 jobs since March 2008.  Carson City has so far suffered fewer job losses, having lost only 4.7 percent of total employment over the year.

    “Earlier this decade, all regions within the State benefitted from Nevada’s strong economic growth,” Anderson said. “Over the 2002-2007 period, job growth ranged from 6.1 percent in the Carson City metropolitan area to 27 percent in the Las Vegas region.  However, since then, each of Nevada’s three metropolitan areas, as well as the State as a whole, have recorded job losses.”

    Between 2007:IQ and 2009:IQ, the Reno metro area saw job readings decline 9.5 percent, roughly double the rate of decline seen in Las Vegas over the same time span.  The State’s rural counties have held up relatively well in the current downturn, as job levels have declined only 4.4 percent over the course of the past two years, Anderson said.
          
    “Leisure and hospitality, the State’s largest industry in terms of employment, is feeling the impacts of the on-going economic recession on discretionary consumer spending,” Anderson said. “Numerous recent headlines highlight the financial difficulties many, if not all, of the State’s gaming companies are facing.  On an industry-wide basis, leisure and hospitality jobs have trended down markedly as the economic downturn has unfolded.  March job readings are off by more than 21,000 relative to a year ago.”

    Gaming’s difficulties are widespread throughout the State’s geographic regions.  Through the first eight months of fiscal year 2009 (July 2008-February 2009), gaming win has declined relative to the year-ago period in each of the State’s gaming markets.  Statewide results show a decline of 14.5 percent.  Gaming win in the State’s largest market, Clark County, has declined in excess of 15 percent through the first two-thirds of FY 2009.  Washoe County’s win is off 12.5 percent, on an annualized basis, over the same period.  Elko County is home to the smallest (-6.3 percent) decline in win.

    Construction job levels continue to recede as well.  In 2006, construction payrolls increased by 8,200.  In 2007, 9,300 building-related jobs were lost.  Construction positions fell another 16,400 in 2008, Anderson said.  Trends over the past few months suggest that job readings have fallen more than 20,000 below a year ago.  Specifically, March brought with it a decline of 21,100 from the prior year.  This represents 31.3 percent of jobs lost across all industries.

    “Much has been made of the severity of the current recession relative to previous downturns in Nevada,” Anderson said. “While it is extremely difficult to make broad generalizations given structural changes in the economy over time, we must go back to the early-1980s to find unemployment rates as high as we are currently experiencing. As a result, a comparison between the current economic slump and the recession which rocked the State’s economy more than 25 years ago appears to be a legitimate exercise. ”

    According to the National Bureau of Economic Research, the national business cycle peaked in December 2007, at which time the U.S. officially slipped into recession, Anderson said. In the 15 months since that peak, job levels in Nevada have declined by more than seven percent.  In the early-1980s, the business cycle peaked in July of 1981.  During the 15-month period following that peak, Nevada jobs declined 2.7 percent.  Hence, the State appears to have been hit harder by the current recession than in the early-1980s, at least as measured by employment trends.
